Strengthen Sino-Foreign Cultural Exchanges and Empower Cultural Enterprises to Go Global

In recent years, the Gansu Provincial Department of Culture and Tourism has closely focused on promoting high-quality development in cultural and tourism trade and enhancing the international influence of Chinese civilization. By adhering to multiple measures, it has fully leveraged overseas expansion of cultural enterprises to drive the development of related industries such as cultural creativity, film and television production, animation and gaming, and performing arts and entertainment. Efforts have been intensified to cultivate high-quality cultural trade enterprises, activities, and projects, ultimately establishing a complete industrial chain. These initiatives have effectively facilitated Chinese cultural enterprises' global expansion while creating increased employment opportunities and economic benefits. Recently, a relevant official from the Gansu Provincial Department of Culture and Tourism responded to questions from reporters regarding Gansu's cultural enterprises "going global."

 

Q: What are the main carriers for promoting cultural products' international outreach in our province?

A: The primary carrier for promoting cultural "international outreach" in our province is Dunhuang culture. Leveraging Gansu Province's rich historical and unique cultural resources, we adopt a multi-channel and diversified approach to export representative cultural products. We guided Dunhuang City in organizing the "East Asian Cultural Capital" series of cultural exchange activities. Through initiatives like "Show the World the Hexi Corridor," "Let the World Enter the Hexi Corridor: Diplomats Visit Gansu," and "Dunhuang Culture Global Connection," we showcase the cultural spirit, inclusiveness, and values embedded in Dunhuang culture to the world. The "Dunhuang No Longer Distant: Journey to Singapore" digital Dunhuang exhibition, co-hosted by the Dunhuang Academy and Bank of China and organized by Gansu Hengzhen Digital Culture Technology Co., Ltd., received enthusiastic responses, generating nearly 1.5 million yuan in revenue. Digital exhibitions such as the "Digital Cave of Manuscripts" and "Exploring Dunhuang Tour" debuted in the U.S. Interactive innovations like the "Digital Cave of Manuscripts" and "Exploring Dunhuang," collaboratively developed by the Dunhuang Academy and Tencent using gaming technology, have been highly praised by audiences for their immersive cultural experiences. Technologies like earthen site conservation, mural restoration, and digital preservation have been applied to over 200 key cultural heritage protection projects worldwide. The recurring Silk Road (Dunhuang) International Cultural Expo has achieved remarkable results in preserving Dunhuang culture and strengthening cultural exchanges. We have successfully cultivated internationally oriented "cultural confidence" educational platforms such as the Mogao Academy and "Dunhuang 1900," while launching new initiatives like "Cloud Appreciation of Dunhuang" to establish the "Dunhuang Culture Week" as a global communication brand.

 

Q: While promoting the export of cultural products, how can we enhance their export competitiveness?

A: Our primary approach involves guiding the approval of four "Dunhuang Cultural Innovation" trademarks for intellectual property rights and customs protection record filings for cultural products such as "Lan Xiaowu" and Qingyang sachets by the General Administration of Customs, which has strengthened the international influence of Gansu's brands and the role of intellectual property protection. We have participated in the Hong Kong International Licensing Show for three consecutive years. Particularly this year, amidst 330 exhibitors and over 600 international brands at the exhibition, we comprehensively showcased the diverse charm of Gansu's cultural IPs and the creative/commercial value of Longyuan cultural products, building a "high-speed channel" for Gansu culture to reach the global stage. Simultaneously, the Gansu delegation prioritized three key dimensions - industrialized development of cultural resources, modern interpretation of traditional crafts, and commercialization exploration of IP licensing - actively engaging with more than 200 domestic and international enterprises and securing nearly 100 cooperation intentions. This signifies Gansu's cultural and creative industry has officially entered the international licensing economy system, effectively propelling the market-oriented development of Gansu's cultural industry and the globalization process of its cultural IPs.

 

Q: While actively promoting the "going global" initiative of cultural products, what specific measures has our province taken in applying for national key projects?

A: In April this year, the Provincial Department of Culture and Tourism, along with the Provincial Department of Commerce and other departments, submitted applications to the Ministry of Commerce for 10 provincial cultural export enterprises including Gansu Performing Arts Group and Gansu Hengzhen Digital Culture Technology Co., Ltd. to participate in the selection of 2025-2026 National Key Cultural Export Enterprises and Projects. Simultaneously, we recommended key overseas promotion projects from four companies including Gansu Jinweide Ramen Cultural Industry Group Co., Ltd., as well as three major activities such as the 2025 Macao "Roots and Soul - Gansu Intangible Cultural Heritage Exhibition and Performance" organized by the Provincial Department of Culture and Tourism. These efforts aim to apply for the "Supporting the Global Dissemination of Excellent Traditional Chinese Culture" promotional activities. By leveraging domestic and international exhibitions, we have continuously expanded development channels for Gansu's foreign cultural trade, effectively promoted cultural export expansion, and actively contributed to cultural enterprises' efforts in disseminating ethnic culture, enhancing cultural exchanges, and strengthening cultural soft power.
