Lanzhou Holds Training Session on "Three New Consumption" Project
In order to thoroughly implement the decisions and arrangements of the Central Economic Work Conference on "expanding domestic demand and boosting consumption," and to act on the spirit of the Notice on Carrying Out the Pilot Work on New Business Forms, New Models, and New Scenarios in Consumption issued by the Ministry of Finance and the Ministry of Commerce, and to promote the solid and detailed implementation of the pilot work on new business forms, new models, and new scenarios in consumption (hereinafter referred to as the "Three New in Consumption"), the Lanzhou Municipal Bureau of Commerce held a city-wide training session on the "Three New in Consumption" project on the morning of March 23. More than 200 participants attended the training, including representatives from the Gansu Provincial Department of Commerce, the People's Bank of China Gansu Provincial Branch, relevant financial institutions, the County and District Bureaus of Commerce, enterprises applying for the "Three New in Consumption" project, and relevant departments of the Lanzhou Municipal Bureau of Commerce.
During the training session, the relevant official from the Lanzhou Municipal Bureau of Commerce introduced the city's progress in advancing the "Three New in Consumption" project and the training objectives, emphasizing its significance for Lanzhou's consumption upgrading and its role in supporting the "Strengthening the Provincial Capital" initiative. Experts from Hangzhou Shangtai Technology provided a detailed interpretation of the "Three New in Consumption" policies, application requirements, and key points for document preparation, helping participants accurately grasp the policy direction. Experts from Gansu Yinsui Certified Public Accountants focused on financial review, explaining the financial documents required for application and acceptance, key review points, and common accounting issues, thereby standardizing the application process for enterprises.
The leader from the People's Bank of China Gansu Provincial Branch introduced the financial support policies for Lanzhou's "Three New in Consumption" project, while the heads of commercial banks presented relevant financial products, providing guidance for enterprises to align with policies and address financing challenges, thereby injecting financial vitality. Enterprise representatives actively raised questions regarding the application process, and the experts provided on-site answers, effectively removing bottlenecks in the application process.
This training session effectively enhanced the participants' policy awareness and application capabilities, and fostered a consensus on government-enterprise collaboration. Moving forward, the Lanzhou Municipal Bureau of Commerce will take this training as an opportunity to establish a regular government-enterprise communication mechanism, promptly responding to enterprise needs and addressing various challenges in project application and implementation. At the same time, it will strengthen coordination with financial institutions and professional service agencies, optimize the "policy + finance + service" support system, and enhance project application guidance and follow-up services, so as to improve the quality and efficiency of Lanzhou's "Three New in Consumption" projects and ensure their effective implementation.
