On July 28, Wang Bing, Member of the Standing Committee of the Provincial Party Committee and Vice Governor, presided over a meeting on advancing capacity expansion and quality upgrading of the Lanzhou New Area Comprehensive Bonded Zone. Participants thoroughly studied and implemented General Secretary Xi Jinping’s important expositions on opening-up, earnestly followed the arrangements and requirements of the Provincial Party Committee and the Provincial People’s Government, reviewed work outcomes in 2025 and the first half of 2026, analyzed existing problems, and arranged key tasks for advancing capacity expansion and quality upgrading of the Comprehensive Bonded Zone in the next phase.

The meeting pointed out that the Lanzhou New Area Comprehensive Bonded Zone serves as an important window for Gansu Province to open wider to the outside world, a core platform for the development of export-oriented economy, and a vital carrier for institutional innovation of the Pilot Free Trade Zone. All relevant parties have taken proactive responsibilities and adopted multiple measures to achieve positive progress in the development of the Comprehensive Bonded Zone.

The meeting emphasized the need to raise political awareness and advance capacity expansion and quality upgrading of the Comprehensive Bonded Zone with higher standards and more concrete measures, helping Gansu build a national strategic channel for opening-up to the west. It is imperative to fully implement the Industrial Development Plan for the Lanzhou New Area Comprehensive Bonded Zone and drive the quality improvement and scale expansion of export-oriented economy within the zone. We must adhere to a problem-oriented approach, strengthen performance evaluation and review for continuous improvement, and shore up weaknesses in development. Key tasks shall be managed in a checklist-based manner, with timelines and roadmaps formulated for each item to ensure the steady and vigorous advancement of all tasks. Departments should enhance coordination, give full play to the Provincial Joint Conference System for Promoting High-quality Trade Development, deepen zone-port linkage, refine the "Administrative Committee + Operation Company" model, and pool efforts to fuel the high-quality development of the Comprehensive Bonded Zone.
