On November 7, the 2024 China-Africa Innovation Cooperation and Development Forum, hosted by the Ministry of Science and Technology and the People's Government of Hubei Province, opened at the Wuhan East Lake International Conference Center. Qiu Yong, Vice Minister of Science and Technology, attended the opening ceremony and delivered a speech. Nearly 800 guests from home and abroad, including the Minister of Higher Education and Universities of the Democratic Republic of the Congo, the President of the African Academy of Sciences, and the Ambassador of the Republic of Guinea to China, gathered together to discuss China-Africa innovation cooperation and development. The Gansu Provincial Department of Science and Technology organized many units in the province, including universities, colleges, enterprises, and relevant science and technology service agencies, to attend the meeting.

With the theme of "Innovation Promotes Cooperation and Cooperation Writes a New Chapter", this forum includes an opening ceremony, a keynote forum, and 16 special events including the China-Africa Agricultural Innovation Cooperation Forum, the China-Africa University Presidents Innovation and Development Forum, the Space Information Science and Technology Innovation Cooperation Seminar, and the African Country Representatives Science and Technology Innovation Jingchu Tour.

At the opening ceremony, Vice Minister Qiu Yong said that this forum is a concrete action to implement the important outcomes of the "2024 China-Africa Cooperation Forum Summit". He hopes to take this opportunity to issue three proposals to all countries to further deepen China-Africa scientific and technological innovation cooperation: First, he hopes to strengthen the top-level design of innovative cooperation in all aspects and jointly build an all-weather China-Africa community with a shared future in the new era; second, he hopes to expand cultural exchanges through multiple channels and continue the traditional friendship between China and Africa; third, he hopes to create a pragmatic cooperation platform at a high level to jointly promote the coordinated development of science and technology and industrial innovation.

The delegation of Gansu Provincial Department of Science and Technology focused on participating in the China-Africa Agricultural Innovation Cooperation Forum. The forum was formally initiated by the Chinese Academy of Agricultural Sciences and the African Academy of Sciences to establish the China-Africa Agricultural Science and Technology Innovation Alliance, and a roundtable meeting of the alliance was held simultaneously. During the meeting, the participating units signed a memorandum of cooperation with Africa. Representatives of the China-Africa Agricultural Science and Technology Innovation Alliance reviewed the "China-Africa Agricultural Science and Technology Innovation Alliance Charter" and the "China-Africa Agricultural Science and Technology Innovation Alliance Three-Year Work Plan (2025-2027)". The Oil Crops Research Institute of the Chinese Academy of Agricultural Sciences and the Marcos University of Ethiopia, Hubei Lianfeng Group and the Government of Mozambique signed a memorandum of understanding on cooperation. Three China-Africa joint laboratories, including the "China-Rwanda Joint Laboratory for Integrated Pest Management of Crop Pests", were unveiled.

The Gansu Provincial Department of Science and Technology organized Gansu Agricultural University, the Provincial Academy of Agricultural Sciences, the Provincial Water Conservancy Science Research Institute, Taohe Tractor Company, the Provincial Productivity Promotion Center and other units to participate in the forum.
