On January 24, in accordance with national deployment requirements, Gansu Province issued the "Implementation Rules for Expanding Scope and Strengthening Support for Consumer Goods Trade-in Programs in Gansu Province by 2025." The policy newly incorporates subsidies for purchasing mobile phones, tablets, and smartwatches (wristbands) into this year's enhanced trade-in initiatives, injecting a "new engine" into Gansu's economic growth. Recently, officials from the Gansu Provincial Department of Commerce addressed inquiries from our website reporters regarding details of this trade-in policy.

Q: What subsidies are available for purchasing new 3C digital products like mobile phones?

A: For mobile phones, tablets, and smartwatches (bands) with IMEI numbers and serial numbers (SN), where the unit price does not exceed 6,000 yuan, a subsidy of 15% of the final selling price will be provided, with a maximum of 500 yuan per item.

On January 25, after the national subsidy policies targeting three categories of digital products - smartphones, tablets, and smartwatches (bands) - were officially implemented in Gansu Province, the province's first purchase under the national subsidy program was completed at Xidajie Mobile Business Hall in Zhangye City. "I planned to buy a new phone for the Lunar New Year and coincidentally caught the national subsidy policy while also receiving a subsidy from China Mobile. I feel fortunate," said Ms. Liu, who expressed great satisfaction with the purchase incentives. Coincidentally, that same morning saw Lanzhou City's first successful national subsidy transaction at China Mobile's Feijiaying service hall in Anning District. A consumer purchased a vivo S20 smartphone priced at nearly 2,600 yuan, but after applying all subsidies, paid just over 2,000 yuan to take home the device.

Q: How can consumers apply for the trade-in subsidy?

A: Consumers can continue to apply through the "Gan Kuai Ban" government service platform. They need to complete real-name authentication in the "Digital Product Purchase" section under the trade-in zone. After purchasing the product, they should register and log in to the Gan Kuai Ban APP or mini-program to upload the required documents and claim the subsidy.

For vehicle scrapping and replacement subsidies, you can either visit the "National Automobile Circulation Information Management System website" or search for the "Vehicle Replacement" mini-program on Alipay, WeChat, Douyin, and UnionPay App homepages to upload relevant documents and apply for the subsidy.

In terms of the subsidy model, to avoid consumers downloading multiple apps and undergoing repetitive identity verification, alleviate capital advance pressure on participating enterprises, strengthen fund supervision, and ensure compliant and convenient distribution of subsidies to consumers, Gansu Province has adopted a "purchase first, subsidy later" model based on its provincial conditions. This initiative is implemented through the provincial digital governance platform "Gankuai Ban (Quick Gansu) Government Service Platform". To claim the Gansu consumer goods trade-in subsidy, consumers must purchase products from local enterprises within the province and have their delivery addresses located within Gansu. Currently, under the meticulous guidance and strong support of the Provincial Department of Commerce, the 2025 old-for-new replacement program in Gansu Province is progressing efficiently and orderly through collaborative efforts between government and enterprises as well as inter-departmental coordination. The effects driven by policies have gradually become evident.
