Gansu Focuses on Promoting the Stable Operation of International Freight Trains and the Encrypted Operation of Scheduled Trains
On February 17th, the Provincial Department of Commerce organized and held a symposium of the Channel Logistics Working Group of the Provincial Joint Conference Mechanism for Promoting High-Quality Trade Development at Lanzhou International Land Port. The symposium aimed to study and coordinate the stable operation of international freight trains and the encrypted operation of scheduled trains, as well as to implement the tasks of building the “Seven Regions, One Screen, One Channel” international logistics channel.
Before the meeting, the participating member units conducted on-site research at the Dongchuan Railway Logistics Center of Gansu (Lanzhou) International Land Port and the Dongchuan operation area of Lanzhou Railway Port, to gain a first-hand understanding of the progress made in enhancing the hub's functions, operating international freight trains, building the port platform, and its capacity to drive development in the surrounding areas.
At the meeting, the Provincial Department of Commerce introduced the progress of promoting the operation of scheduled freight trains and the construction of nodes for the China-Europe Railway Express. Relevant officials from China Railway Lanzhou Bureau Group, the Provincial International Logistics Group, the Provincial Department of Transportation, the Provincial Development and Reform Commission, the Provincial Department of Finance, Lanzhou Customs, the Provincial State-owned Assets Supervision and Administration Commission, and the Management Committee of Lanzhou International Land Port made exchange speeches. They put forward specific measures and suggestions on stabilizing the operation of the regular freight train to Central Asia (JSQ), increasing the encrypted operation of scheduled trains by launching the “China-Kyrgyzstan-Uzbekistan” and Central Asia covered wagon freight trains, strengthening the organization of cargo collection, and enhancing service and guarantee efforts. They reached a consensus on accelerating the construction of an efficient and smooth logistics channel and strengthening policy coordination.
The meeting emphasized that the provincial Party committee and the provincial government attach great importance to the operation of the channel logistics and international freight train services, and all member units of the joint meeting mechanism for promoting high-quality trade development should closely cooperate, leverage their advantages, and form a synergy to fully promote the high-quality development of the channel logistics industry. Efforts should be made to accelerate the construction of the channel. Optimize and improve the support policies for international freight trains, promote the improvement of the quality and efficiency of train operations, accelerate the exploration of new trade channels, innovate operation models, and enhance the competitiveness of the province's international freight trains. Make full use of the resource advantages of national land port logistics hubs, air ports, land ports, and bonded logistics centers to strengthen port investment promotion. Utilize the “13+N” mechanism of the Western Land-Sea New Passage to high-quality integrate into the joint construction of the Western Land-Sea New Passage. Efforts should be made to accelerate the increase of regular train services. On the basis of stabilizing the operation of the regular train services to Central Asia (JSQ), focus on organizing the cargo sources for the China-Kyrgyzstan-Uzbekistan direction and Central Asia covered wagons, attract cargo sources from the Yangtze River Delta, Pearl River Delta regions, and neighboring provinces such as Qinghai and Ningxia, regularly study the construction of regular train services, and provide good coordination and service guarantees to ensure the regular train services operate more frequently, reaching the goal of two trains per week by the end of the year. Efforts should be made to enhance the efficiency of the hub. Taking the listing of Lanzhou as a node city for the China-Europe Railway Express as an opportunity, strengthen infrastructure construction, intensify project planning and reserve, and strive for policy and financial support from the central budget investment, ultra-long-term treasury bonds, and local government special bonds for logistics projects. Further strengthen cooperation with the China-Europe Railway Express assembly centers in Xi'an and Urumqi, build an integrated service system for international freight trains, and promote the connection and optimization of “port + platform + channel + industry”.
